NEW YORK, N.Y., July 21, 2005 — New York Life Insurance Company announced today that Thomas F. English has been promoted to senior vice president and general counsel, replacing Sheila K. Davidson who was promoted to executive vice president for Law and Corporate Administration. Michael A. DeMicco was also promoted to senior vice president and deputy general counsel.

Mr. English is responsible for the Office of the General Counsel, which provides legal advice to the Company and oversees the legal function in the Company's subsidiaries. Mr. DeMicco is responsible for the litigation practice within the Office of General Counsel.

Thomas English joined New York Life as vice president and deputy general counsel in January 2000. He was promoted to senior vice president and deputy general counsel in September 2000. Prior to joining New York Life, Mr. English was employed within the Law Division of Massachusetts Mutual Life Insurance Company where he served as vice president and associate general counsel. He is admitted to practice law in New York, Massachusetts and the District of Columbia. Mr. English is a member of the Association of Life Insurance Council (ALIC) and is Chair of its Insurance Committee. He received his undergraduate and law degrees from Georgetown University. He and his wife, Peggy, have four children and live in Stamford, Connecticut.

Mr. DeMicco joined New York Life in January 1994 as an assistant general counsel in the Office of the General Counsel. He was promoted to associate general counsel in March 1995, became a vice president in March 1997, and became a vice president and deputy general counsel in September 2000. In 2003, he was promoted to first vice president and deputy general counsel. Prior to joining New York Life, Mr. DeMicco worked as an attorney at Metropolitan Life Insurance Company. He has also practiced law in several law firms. Mr. DeMicco graduated with a B.A. degree from St. John's University, received an M.A. degree from Hofstra University and a J.D. from St. John's University School of Law. Mr. DeMicco lives with his wife, Judith, in Babylon, New York. They have three children.

In addition, both Michael A. Watson and Patrick J. Connolly were promoted to first vice presidents in the Office of General Counsel. Mr. Connolly is responsible for employment and benefit matters for the Company and its subsidiaries. Mr. Watson is responsible for the unit within the Office of General Counsel that advises on investment, corporate finance, intellectual property and commercial contract matters and provides legal support in connection with mergers and acquisitions and the legal oversight and corporate governance of subsidiaries, including the Company's international and investment management operations.

Mr. Watson joined New York Life in 1996 as an assistant general counsel. He was promoted to associate general counsel in 1998, and two years later was named vice president and associate general counsel. In September 2001, he was named vice president and deputy general counsel. Prior to joining New York Life, Mr. Watson was an Associate in the New York offices of Hunton & Williams and Milbank, Tweed, specializing in project finance and in the representation of foreign banks. He received a B.A. degree from Duke University and his Law Degree from Columbia University. Mr. Watson is a native of Mobile, Alabama and resides in New York City.

Mr. Connolly joined New York Life in September 1985 as an attorney in the Office of the General Counsel. He was promoted to assistant counsel in 1987, associate counsel in 1989, assistant general counsel in 1990, and associate general counsel in 1994. He was promoted to vice president and associate general counsel in March 1997 and to vice president in September 2000. Prior to joining New York Life, Mr. Connolly was an assistant district attorney in the Queens County (New York) District Attorney's Office. He received a B.A. degree from Manhattan College and a J.D. degree from St. John's University School of Law. He lives in Manhasset, N.Y., with his wife, Pam, and their five children.
